People applying for the US Citizenship are required to take a naturalization exam, testing the applicant's proficiency in English and their knowledge of American civics, that is government, history, etc.  This exam is not too difficult, yet some people are unable to pass it.  Some of them have a medical condition preventing them from being able to learn the necessary information. 

For example, many seniors have great difficulty learning a new language.  Some people are on medications preventing their brain from working properly.  When the person really has  a medical condition disabling enough, that they can't learn, the law provides that they can get a waiver from being tested. 

If you feel you or your loved one would qualify for a waiver, you need the Form N-648 (Medical Certification for Disability Exceptions) filled out by a licensed physician.  We can do this for you.  Preparation of this form requires quite a bit of work. It must be filled out just right, otherwise the immigration official is likely to reject it.  Of course, that may put your citizenship application on hold for a few months.

Lately this question became even more burning.  The new law, passed in 1996, requires that all persons receiving financial aid from the government, become US citizens within 7 years of entering the country.  If you or your loved one have lived in the US for seven years or more, not yet a citizen, and receiving money from the government, such as SSI, then there is a big risk this money will be taken away.  If you can't pass the naturalization exam for medical reasons, you need the Form N-648 filed with your application. 

We have extensive experience with this form, and our rejection rate is very low.  We know exactly how the form needs to be done, what studies may be needed in each particular case to prove the disability, how to explain the disability to the immigration official so they would have an easy time understanding it, and have no reason to doubt the validity of the diagnosis.  We do the job right the first time around.  However, in an unlikely event the form is still rejected, we continue working with you at no extra charge and make the necessary changes to make sure it is accepted the next time.  Before agreeing to prepare the waiver form for you, we make sure we believe your claim that you are unable to learn the necessary material.  Once we are satisfied this is true and agree to do the form, we guarantee our work, and if we are unable to prove your disability to the immigration officer even after all the allowed attempts, we will refund the money you paid to us.  This is a purely theoretical issue, because it has never happened so far.  We have always succeeded to prove our clients' disability because they really are disabled, otherwise we wouldn't agree to do their forms, and because we do it right.

In most cases, several visits are required to accomplish all the necessary steps of the process.  The applicant usually needs some studies, like blood tests, brain scans, etc.  We make sure all the tests are done by the right people and in the most expedient manner.  The prices we negotiated with the the providers of those tests are low compared to market average.  Our charges are between $1,500 and $2,500 for the entire process, including the necessary medical tests and consultations with specialists.  If some of the tests have been already done by your physicians, we can use those records.  This accounts for the difference in prices.  Sometimes we can suggest some tests that could be useful, and you may be able to have them done by your primary care doctor under insurance.  The minimum charge of $1,500 is usually not reimbursed by insurance.
